NRHNA Board Meeting Minutes, February 21, 2000
Place: Fire Station 26
Meeting was called to order at 7:30 pm by Chair Tom Hodgson. Attendees included Tom Hodgson, Jeff Trager, Nancy Stephens, Betty Lou Crampton, Mary-Alyce Burleigh, Margaret Carnegie, Mike Stults, Linda Jones, Karen Tennyson, Todd Boyle, Larry Mallory, Chris and Sylvia Paquin.

Special Guest:
Larry Mallory from Honda of Kirkland spoke to the NRHNA Board regarding landscaping issues around the neighborhood sign and along the northern border of the new 150 space addition to the car lot. He will be hosting at meeting at the dealership on March 6, at 6:00 pm. Concerned neighbors are encouraged to attend to address any related concerns to include drainage, lighting, planting options. Sign issues: Vandalism has caused some damage to the sign, and Mr. Mallory is considering raising the sign height for better visibility and replacing former plantings.
Committee Reports:
Nancy Stephens, NRHNA Secretary and Kirkland Heritage Society (KHS) representative, gave a “Thank You” to the NRHNA members that contributed historical names of their streets for use by the City of Kirkland in creating many new historical street names signs around NRH. (I-695 funding reductions put this project on hold for 2000, so we are lucky to have our signs in place.)
KHS is hosting a Volunteers meeting on 2/26/00 to cover programs emphasis for 2000. One of the priorities is to start work on recording Neighborhood Histories. They would like to include North Rose Hill in one of the earlier efforts. Please contact Nancy Stephens at 425-822-9475 if you would like to be involved.
Tom Hodgson, NRHNA President, has been invited to speak at THE NEIGHBORHOOD ASSOCIATION LEADERS WORKSHOP to be held on March 4, 2000. 10 a.m. – 4 p.m. He will be addressing the participants regarding our NRHNA.
CRITICAL AREAS: Kirkland City Council will be having a public hearing to discuss rules and regulations regarding critical areas. Primary area of concern will be around Class B Streams and buffer zones required to protect salmon migration. Open drainage culverts are currently restricted to 50’/33’ buffers and are being challenged to allow 25’/17’ buffers instead. NRHNA will monitor the City Council’s research into this subject.
NEIGHBORHOOD GRANT FUNDS are available in the amount of $3500. Categories available for these grant moneys include Communications, Physical Improvements, Neighborhood Identity, Special Events and Leadership Training. Suggestions were made to have the grant written to request funding for our Annual Summer Picnic, initial work for a Picnic Shelter Design for Woodlands Park, funding for a neighborhood survey mailing, Plant and Animal Identification Signage for our parks, purchase of a digital camera and taperecorder for the NRHNA. The grant will be prepared by Mary Alyce Burleigh.
LAND USE PLAN update – Tom Hodgson, Karen Tennyson, Betty Lou Crampton and Todd Boyle will meet as a committee to review.

Please feel free to join in the efforts of any of the above committees.
SPECIAL NOTE TO COMMITTEE MEMBERS:
ANY COMMITTEE ACTIONS WITH THIRD PARTIES NEED TO HAVE MINUTES PREPARED AND PRESENTED TO THE BOARD OF NRHNA FOR APPROVAL BEFORE THE ACTIONS MAY BE IMPLEMENTED. This may be accomplished by forwarding the proposed actions via e-mail to the NRHNA Board members for review and comment if a Board meeting is not imminent.
NEXT MEETING: MARCH 20, 2000 at Fire Station 26. NOTE: ½ hour earlier than usual, at 7:00 p.m. MEET KIRKLAND CITY MANAGER, DAVE RAMSEY. COME JOIN US FOR PIZZA, POP AND COOKIES IN A “GET ACQUAINTED” SESSION.
