NRHNA Board Meeting Minutes, October 16, 2000

Place: Fire Station 26

Meeting was called to order at 7:30 pm by Chair Tom Hodgson. Attendees included Tom Hodgson, Jeff Trager,
Betty Lou Crampton, Debbie Turner, Margaret Carnegie, Mike Stults, Mary Alyce Burleigh, Linda Jones, Todd Boyle. 

Barry Russell and Mark Johnson of City of Kirkland attended.

Treasurer's report

Grand fund has $1,611  including $886 remaining for the survey (below), and $724 unencumbered donations from the picnic.
General fund has $299.

BUSINESS

Margaret Carnegie attended recent meeting of Waverly Park project and provided a brief report. Here is some background. http://www.ci.kirkland.wa.us/depart/cmo/mark-nork-qa_parks.htm  

A survey taken by the project team solicited citizen comments. Barker and Associates, consultants are facilitating a series of meetings. Architects have submitted several alternative plans.  The Kirkland City Council has tabled the matter.  Barker is accumulating "program elements" such as boat launch parking, picnic facilities, and policy decisions such as whether to allow off-leash dog usage of the park.  A newsletter is provided following every meeting of the work groups.

After discussions, the NRHNA board directed Margaret to communicate to the Waverly project the NRH recommendations:

Parks and Community Services meets with North Rose Hill residents 

Barry Russell, brussell@ci.kirkland.wa.us, the Director of City of Kirkland's Parks and Community Services, and Mark Johnston, Parks Manager presented updates on various park topics related to North Rose Hill.  Following the introductory comments, there was a two-direction exchange of approximately 1 hours' duration.  Barry and Mark answered questions, and provided too much information to transcribe here.  

The NHRNA's board communicated the results of the September 18 general meeting, in which residents working groups had brainstormed and put their wishes for parks developments on paper.  Approximately 4 sheets of butcher paper listing the residents' findings were provided to Dave and Mark.  

Williamson property is on a year to year lease.  It generates $10,000/year in income for the City which are used for other programs.  There is no money in the current year's CIP for any of the North Rose Hill parks, at this time.

 The city may cancel the tenants' lease by giving notice.  Dave believes it is a year to year lease.  The tenant strongly stated he wants NO trespassers without permission.  There are approximately 18 acres in the Williamson addition of which approximately 6 acres are dry and can potentially be used by the public, either wooded or cleared for open space.   There is also approximately 5 acres of dry usable land in the pie-shaped wedge of undeveloped park land running from 124th Avenue NE down to Forbes Lake.

The City Council is considering a Parks Bond in approximately 2001 which might result in funds to NRH in 2003. This is one way that major funding might exist for Williamson.   Kirkland has a consultant, who has executed many parks improvements in past years, who is drafting plans/alternatives for Williamson. 

One point repeated by Barry was that if the parks are improved, there will be need for parking which will result in on-street parking if some minimal parking lot is not built.  Also, parks designs will need to limit vegetation and provide clear views for public safety, to allow patrols to see into the park at night.

Tom Hodgson expressed the wish that City of Kirkland maintain an information resource which would provide institutional memory of the past requests that have been made by NRH residents regarding the parks issues.  (The Association has  conducted polls and held meetings on the topic of Parks development, more than one occasion)

After long discussions the consensus emerged that NRH will report, in a letter to the Parks and CS Department, the preferences of the residents.   These points will include conversion of Williamson to Flat, Green and Open space as a top priority, and installing of the lowest cost / highest need amenities first such as picnic tables and paths.  The complete letter is to be drafted by Tom Hodgson, Chair, NRHNA including issues such as covered picnic area, restroom to be located nearby 124th Avenue, non-motorized transportation / neighborhood connectivity trails from 95th Avenue into the Park, etc.

October 2000 Survey  

The wording was discussed for each of the questions.  There are three or four questions on each of these major topics, which will be enclosed with Debbie Turner's neighborhood newsletter, which is mailed to approximately 800-1000 people.  Results of the survey will be published in November for these topics:

  1. Traffic
  2. Housing
  3. Pedestrian Safety
  4. Partner with Local Government
  1. Wetlands, streams and habitat
  2. Parks
  3. Commercial areas
  4. Building sense of community

Distribution of picnic proceeds 

The NRHNA delivered 15 new chairs to the Boys and Girls Club purchased from the proceeds of raffle and donations at the picnic.  City Church also delivered 12 folding tables.  The B&G Club expresses their appreciation to the residents.

 

2001 Grant Application 

Mary Alyce presented a discussion of the 2001 grant application to be submitted to City of Kirkland.  The Neighborhood has $1200 in carryover funding from the 2000 grant, http://www.north-rosehill.org/Minutes00-01-17.htm which is designated for improvements to the Woodlands Park or Williamson park addition.

After discussion the Board concluded the 2001 grant application should request as follows:

$1000  Additional accumulation for Park / picnic shelter
$1500  Funding for the 2001 North Rose Hill Neighborhood annual picnic
$1000  Communications: postage and materials for 3 postcard mailings
