Special Presentation:
- State of the City with Dave Ramsey
Planning Highlights:
- NE 85th Street Project - Next action: City Council will review results from the Planning Commission's analysis.
- Totem Lake Economic engine of the city providing 1/3 of the tax revenue base. Evergreen Hospital has almost doubled in size. ParMac will convert to office zoning from light industrial. Goal to improve traffic flow carries a cost of $40-60 million.
- Downtown Marina Park parking - currently considering adding double-deck parking garage with plaza and retail on top. Reviewing current downtown traffic flow.
- Housing Task Force Density designs may need to be expanded.
- Annexation currently reviewing the annexation of Finn Hill and Kingsgate areas. Meetings to be held with the neighborhoods to discuss.
Projects:
- Juanita Village Work has begun, land is being cleared for housing, retail and offices. Favorable comments being received.
- Park Place scope of project has been reduced by ½ to an office complex with an Urban Village feel.
- Totem Lake Mall still working on "better solutions" to improve business activity.
- 100th Street Overpass Council on Public Safety review is in process to confirm safety value of the pending overpass. Current cost estimate of $3 million to provide improved fire/emergency services to Highlands neighborhood, as well as pedestrian access to Kirkland from NRH passing thru the Highlands Nhd.
Major City Themes for 2001:
- Traffic Calming how to achieve without infringing on residential neighborhoods.
- Safe Walk Routes active discussions in process to decide on area by area whether quality of sidewalk or length is more important. (Gravel vs. asphalt vs. concrete). Gravel would allow for greater area of sidewalk availability.
Other Items:
- Transportation Commission in process of trying to determine what is an acceptable level of service. Should the city stop growth? Increase roadways?
- Juanita Drive and Slater Avenue projects have been reviewed and are currently at the City Council plan is to add a 3rd turning lane and sidewalks.
- Solid Waste Management Currently reviewing other service suppliers, costs, methods. Recycling has dropped by ½ in our community. We need to improve on this and increase recycling.
Parks System:
- McAuliffe property on NE 116th, 10+ acres, was purchased for $5.75 million to be used as a park site. Have historical buildings, park-like gardens, and specimen trees.
- Waverly Site Northwest natural theme for landscaping. Working on boat trailer and vehicle parking plan. Kirkland Meeting Hall for community meetings upstairs and Kirkland Heritage Society Archives downstairs.
- Teen Center estimated June grand opening.
- Senior Center needs both services and facilities updating.
- Cross Kirkland Trail Need funding to proceed. Plan to keep rails, and property is currently being considered for possible future light rail route.
- Park Bond needed? Currently under review and definition.
- Endangered Species Act, Save Our Salmon, land use buffers all require us to consider trees and wetlands protection. Not just to preserve, but to manage.
- Sculpture Exhibit around town. Every Saturday at 11:00, a Docent will lead tours of the sculptures from the Kirkland Library. Stop by and join a tour group.
- 4th of July Parade Great success last year lets keep it going. Looking for people to be involved both at the neighborhood level and city level.
- - A Kirkland Public Market will be held May thru October, on Parklane, near the Antique Mall, planned for Weds or Thurs, noon - 7 pm. Sale handcrafts and produce from local vendors.
- City of Kirkland website:
- Neighborhood Hot Sheet is currently available.
- Neighborhood U starts next week, 3/26. Signup at website. Monday night classes being held 7-9 pm on 3/26, 4/2, 4/9, 4/23, 4/30, 5/7 covering new topics each week.
- E-gov is available on website
- Water Baseline Study is being requested for Forbes Lake
New Business:
- Formation of Committees - Parks Committee, Pierre deVries chair, members Jeff Trager and Mike Mahoney.
- Membership Committee - Kaylee Nilan, Betty Lou Crampton, Ray Hansen.
- Safe Walk Routes for schools and adults - Wenda Zonnefeld and Mary Broxon co-chairs, Kaylee Nilan.
- Communications - Mike Mahoney, Pierre deVries, Kaylee Nilan.
- Picnic Date Saturday, July 21.
Suggested Future Meeting Topics:
- Invite speaker from the Public Works Department to discuss the request for a Baseline Water Quality Study on Forbes Lake. This is viewed as an important issue in our North Rose Hill Nhd. Also, to discuss stream bank erosion issues and other pertinent questions from neighbors. Neighbors on Forbes Lake are concerned that the City controls the plans for the lake, but relies on the residents to solve flooding, drainage issues that impact them
- Invite Planning Department to meet with our NRHNA to inform us what type of issues may arise in applying for permits. Suggested that they compare a "Challenged Permit" vs. a "Passed Permit" for us to educate us as a community how to better plan and present our requests.
A lively discussion occurred at the meeting regarding wetlands, buffer zones, etc.
