GENERAL MEETING of the North Rose Hill Neighborhood Association
Place: Fire Station #26
Date: January 21, 2002
Call to Order: 7:35PM
Attendance: Approximately 25, including 
Jeff Trager, Margaret Carnegie, Mike Stults, Nancy Stephens, Pierre deVries, Kaylee Nilan, Todd Boyle, Karen Tennyson, Pattie Sutter, Chris Teem, Debbie Turner, Carol Nielson, Ray Hansen, Andy Silver, Joe Gummerson, Jim Lauinger, Mary-Alyce Burleigh, Mark Isaacs, Madelon Isaacs, Tom Hodgson, Janice Soloft, and several other NRH Neighbors.

NEW BUSINESS:

ELECTION of OFFICERS for 2002:

Nominations were made and seconded for the following candidates for NRHNA:

President: KAREN TENNYSON
Vice-President PIERRE DeVRIES
Treasurer MIKE STULTS
Secretary NANCY STEPHENS

The above slate of candidates was approved by the attending neighbors for the positions indicated.

Board Members were selected as follows:

Tom Hodgson, Jeff Trager, Margaret Carnegie, Mark Isaacs, Debbie Turner, Todd Boyle, Joe Gummerson, Andy Silva, Pattie Sutter, Chris Teem, Beiying Wang

2002 GOALS:

1. Participate in the 85th Street Corridor Study
2. Forbes Lake & Basin Water Quality Study
3. Support Williamson and Forbes Lake Parks Development
4. Equitable outcome for Kirkland Honda Dealership Expansion Request & North Rose Hill 
5. Design/Develop and "Officers Manual" for North Rose Hill processes and programs to include Annual Picnic, Postcard Mailings, Grant request writing, North Rose Hill Meeting Binder; Post the History of NRHNA on our Website.
6. Continue Working on Safe Walk Routes Sidewalks locations need analysis
7. Identify high incident traffic accident locations within NRH
8. Update NRHNA Mission Statement w/current points to include the rights of the individual resident
9. Open Forum Nights to have discussion times for issues of neighborhood interest.
10. Regional Transportation
11. A) Affordable Housing community outreach. B) Support Teens in our community - find ways to work with our Kirkland Teen Center?
12. Increase NRHNA membership - bring a neighbor to meetings?


2002 COMMITTEES:
1. Picnic Committee
2. Float Committee
3. Committee to develop collection opportunities for the needy - food bank, school supplies, clothing drive, etc.

OTHER BUSINESS:
COMMITTEE REPORTS:

Kaylee Nilan gave a report on the City of Kirkland SAFE WALK ROUTES COMMITTEE. Each school received funding for improvements within ¼ mile of their campuses. Money is currently not available to cover all requested improvements.

Jeff Trager, member of The City of Kirkland PARK BOARD reported that design options were presented at a recent Park Board Meeting for the Williamson Property Park Proposal. A Park Bond is being developed to present to voters for consideration. The proposal may include some of the requested Safe Walk Routes requested items. Forbes Lake Park development is a more complex issue due to the residential ownership of much of the surrounding lands.

Karen Tennyson, our representative to KAN (Kirkland Alliance of Neighborhoods), requested that we try to patronize our local downtown businesses. Downtown is feeling the economic crunch and needs our support. The current issue of SUNSET MAGAZINE, February, 2002, has an article that talks about many of Kirkland's attributes.. 

Kari Page, our City of Kirkland Neighborhoods Coordinator, announced that on Feb 26, 7-8:30 pm, at Mark Twain, our Kirkland City Council Members will be meeting. On March 18, Dave Ramsey will come and speak at our NRHNA Meeting to discuss "the State of the City".

Mike Stults, NRHNA Treasurer, announced our current Treasury balance of $580.46.

Pierre DeVries, Board Member, gave a thank you to Tracy Burrows of the City of Kirkland regarding her assistance in developing options for traffic calming on Slater Avenue NE. 

Ray Hansen announced that there are opportunities for neighbors to assist the City with Water Issues. There is an opportunity to volunteer for Kirkland Stream Team to monitor water quality and aquatic habitats in our neighborhoods. Also, there is a need for Drain Stencil Program Volunteers. Additionally, the NRHNA voted to support Ray Hansen's letter to the City recommending the adoption of Interim Water Regulations that have been used for quite a while.

Margaret Carnegie mentioned that there will be a City Council Meeting in February to discuss Wetlands, etc. You may contact Patrice Tovar at 828-1257 in the Planning Dept. for more information.

SPECIAL PRESENTATIONS:

Janice Soloff, Planner for the City of Kirkland, gave an update for the NE 85th Street Sub Area Plan, Goals and Policies in the CAC. The CAC will be updated with land use changes, uses, zoning code changes, new regulations for building heights and setbacks.
NRH/SRH are divided at NE 85th. The goal of pending changes is to improve the appearance of the Rose Hill business district, developing a new streetscape. There is to be a new water line installed. Sound Transit improvements will span more than 1 year. New traffic signal is to be installed at the intersection of NE 85th and 128th Ave NE, with another signal being considered for NE 85th and 126th Ave NE. 
Joan Lieberman-Brill is working on the NRH CAC.
