ITEM I.
KDOL Chairperson, Suzanne and Karen Lightfeldt presenters.
The Leakage Rate pf sales tax in Kirkland is higher than anywhere else on the Eastside. Residents need to make an effort to do more of their shopping in Kirkland.
Please plan to attend the DOWNTOWN EVENING OF LIGHTS in Kirkland on Thursday, December 5. There will be both family events at Marina Park, including the arrival of Santa in an amphibious car, and Community Group Booths offering opportunities for you to contribute to local organizations benefiting our community.
ITEM II.
REPORT ON FORBES LAKE, presented by Scott Gansor.
Kirkland started monitoring 4 sites in March. More sites are under consideration but not yet started. There is a proposed timeline that will be discussed at a meeting in December. The Plan is to be completed in February to implement the monitoring for seven months beginning in March , 2003.
In Spring, 2004, the plan is to put together a research report for Forbes Lake,, as an urban lake, if nothing appears to look too drastic in the preliminary study. This may qualify the lake to be considered safe for swimming.
Low water flows in July, with animal use and heat level increases can cause problems. It needs to be reviewed whether people are also adding to water quality problems during this time period.
How much sediment is in the lake? We need to determine what to test for to determin if storm drainage is a problem.
Forbes Lake Neigbor, Bud Gessell, commented that he saw 2 truck loads of junk hauled away from the lake and that the trucks are supposed to return for more.
The new Assisted Living Complex and COSTCO have or will get new drainage systems which will help to control the water quality of FORBES LAKE.
ITEM III.
Judd Tuberg reported from the City regarding CODE VIOLATIONS. He operates as a Complaint Department for the City. If neighbors have complaints have a complaint regarding animals, business activities, etc, they must submit the problem in writing unless it is truly an emergency situation. The department has 1 ½ staff with 300-350 complaints submitted per year.
Neighbors can call the Police Dept.. for Noise complaints, etc.
Mediation of disputes is available through Bellevue staff, offered through the City of Kirkland.
ITEM IV.
COMPREHENSIVE PLAN REPORT
Issues under discussion at Council Level include the proposed 5000 square foot lots, whether they would be isolated to projects on North Rose Hill only or for the whole city. (4 or 5 requests have been submitted to the City.)
Some wording in the Plan is confusing and contradictory. Planned streets information is available. No small businesses are planned in the interior area. The North end of Kirkland will have 5 story buildings with businessis on the lower levels. The saving of Significant Trees is addressed in the Plan.
Expanded buffering in higher density area house size compared to lot size.
