Treasurers Report, given by Mike Stults, Treasurer

SPECIAL PRESENTATION: CAM WEST INNOVATIVE HOUSING PROPOSAL for the STACY PROPERTY, presented by John Harkness, from CAM WEST. There will be an additional presentation on January 29, at 7:00 pm, Mark Twain Elementary, in the Library.

The property located at 9555 132nd Ave. NE, extending straight thru to 130th Ave NE, 2.2 acres rectangular lot, approximately 155 feet wide. It is being proposed to develop 15 homes on small lots ranging in size from 1500-4000 square feet with cottage style house sizes from 1300-1500 sq ft and a single car garage. There will be a variety of common use "green areas" with a curving street and extensive landscaping to provide sense of privacy between the homes.
Sales prices in the low-mid $300,000. Architects for this project are MITHUNE ARCHITECTS who are considered to be leaders in this type of housing design. Homes will have front porches and some back porches. Backsides of homes will have more detail due to the nature of the common areas. Covenants will require that the garage will be used for parking rather than as a storage unit to encourage home owners to use the garages. The homes will have up to 3 bedrooms + a den. 
There will be a homeowners association with dues estimated around $100 per month primarily to maintain landscaping. The Association is subject to lawsuits if they do not enforce rules.

KAN Report - Kirkland Association of Neighborhoods
A report was given by Karen Tennyson regarding the fact that KAN had a presentation regarding the construction plans for the new Marina Park Restroom. There were a wide variety of views regarding this project and further discussion was tabled until after tonight's meeting was adjourned.

OLD BUSINESS:
2003 Neighborhood Grant summary was reported by Mary Alyce Burleigh:
1. $1200 Communications- Meeting Notices, Bi-annual Nhd survey, Website: www.north-rosehill.org 
2. $1200 - 8th Annual July Picnic (3rd Saturday in July)
3. $ 600 - Forbes Lake Water Quality Baseline Study - contributing towards study of sediment status.
4. $500 - 100th Street Overpass landscaping enhancement and signage.

Election of Officers/Board Members

Just one candidate was nominated for each position and it was moved and seconded that we accept the slate as presented. We were fortunate to get new volunteers to join our Board. Welcome to the new members listed below:

ISSUES FOR 2003
HOUSING:
Question was raised regarding the SHAG development at Forbes Lake.
Affordable Housing and Innovative housing concepts such as the CAM WEST development presented tonight need to be reviewed. Innovative housing concepts are being encouraged by the City.

NORTH ROSE HILL Comp Plan Update - has passed through the Planning Commission and is on its way to the City Council. We need to stay involved.

HONDA request for zoning variance on property located at North West order of dealership.

TRANSPORTATION:
Metro/Sound Transit - Need more shelters, more bus Service, Amenities, Cleaner Fuel, Benches at stops.
BAT Lanes for NE 85th Street
Road Safety - Crosswalk Enhancements. Slater Avenue has speeding issues, too many automotive "test-drives" occuring on Slater.
School Walk Routes, sidewalks. We need to develop and enhance walkways in NRH.

SAVE OUR NRH TREES - concerns expressed regarding too many trees are being destroyed on NRH. Is there a legal/zoning issue that can be addressed to reduce this?

PARKS Development -
Kirkland Parks Bonds passed. How will we be able to get benefits addressed to the Williams Property Plan in process and Forbes Lake Park Property.

SAFETY - 
Concerns that more vandalism is occuring on SLATER AVENUE in the area of the Boys & Girls Club. The fence is broken at the back of the B/G Club allowing for vandals to flee thru to that side.

COMMUNITY EVENTS -
4th of July Parade Float
July Picnic - many volunteers needed
Winter Event - we want to hold a neighborhood "get-together" during the winter months - suggestions and organizers needed.
Kirkland TASTE Triathalon will include crossing the NE 100th Street Overpass and Slater Avenue this year. How can we participate as a neighborhood? Supply refreshments to participants? Other?
