General Meeting of the North Rose Hill Neighborhood Association

Call to Order: 7:30PM
Chair Karen Tennyson called the January 19, 2004 meeting of the North Rose Hill Neighborhood Association to order at 7:30PM
The agenda for the meeting was listed out on the white board as follows:
Welcome, Officer and Committee Reports, Boards and Commission Vacancies, Election of Officers, Review of 2003 Accomplishments, Recognize Mayor Mary Alyce Burleigh and Goals for 2004.
Treasurers Report: Mike Stults reported that there was $2,041 in the Grant Account and $1,195 in the Regular Checking Account.
Parks: NRHNA Board Member and Park Board Member Jeff Trager gave an update on the Williamson Park Development.
Plans are being formulated to construct the gazebo and boardwalk. Permit is expected to be complete this summer and construction may begin before the end of 2004. And that the Park Staff has been reviewing several designs for the Gazebo to be placed in Woodlands Park
KAN (Kirkland Alliance of Neighborhoods) Karen Tennyson has been serving as the neighborhood representative to KAN.
-Karen said that KAN is studying how to participate in the Kirkland Centennial Celebration. KAN has set a goal of 100 trees to be planted…
-A program is underway to encourage citizens to vote and to get unregistered voters to register. Also, a program is planned to educate voters.
85th Street Update: Karen Tennyson reported that in exchange for the additional turn lane from 85th on to 124th Ave NE from the west, Sound Transit is going to build sidewalks on both sides of 85th from 124th Ave NE to 132nd Ave NE where they currently are not. Also, sidewalks will be placed on 124th Ave NE from 80th Ave to the north and 90th to the south. A member of the audience suggested that we also ask for sidewalks on 90th from 124th Ave NE to Costco. Betty Lou Crampton said the city had said they would place sidewalks there in the past but still have not. Michelle Goerdal said this stretch of sidewalk is identified in the CIP for 2005-2006. Karen added that the city is looking at various sidewalk alternatives that will reduce costs from the traditional curb-gutter-planting strip style. Since the city voted to not call in concomitants agreements in 2003 new methods to fund sidewalks will need to be established and will include alternative styles and placing them only where they are needed. It was also mentioned that only new development would be forced to build sidewalks not remodels. Betty Lou mentioned that she saw that the City had solicited bids for the new traffic light on 85th and 128th Ave NE. Work could be completed in 2004.
Call for volunteers for openings on Park Board, Planning and Transportation Commission were made and Tom Hodgson from Planning Commission, Jeff Trager from the Park Board and Michelle Goerdal spoke to the audience on what each group does and the amount of commitment that is required.
Election of Officers and Board Member Appointments.
Karen Tennyson called for nominations for Treasurer, Secretary, Vice Chair and Chair. Mike Stults was nominated and voted into office by a unanimous vote for Treasurer. Jeff Trager was nominated for Secretary and was voted into office by a unanimous vote. Nicole Hallberg was nominated for Vice Chair and was voted into office by a unanimous vote. And finally for Chair Karen Tennyson and Debbie Turner were nominated to share the position.
The Board Members for 2004 are: Linda Jones, Jean Hodgson, Nancy Stephens, Marc Isaacs, Sharon Clark, Dave Boyer, Brian Wang, Stuart Hall, Chris Teem, Peter King and his dog Sasha, Margaret Carnegie, Bud Gessell, and Betty Lou Crampton.
Accomplishments in 2003
Karen Tennyson presented a list of the activities completed by the Board and the NRHNA
1. Adopted Mark Twain Elementary field to maintain plantings along the periphery. Work performed this year was weeding and mulching.
2. Sponsored the cleanup of 124th Ave NE from 85th to 116th Ave NE
3. Planting plants at the 100th Street Overpass. Labor and the funds for the plants were provided by NRHNA
4. Funded health study of Forbes Lake
5. Participated in the 4th of July Parade
6. Neighborhood Picnic
Committees and Objectives for 2004
A suggestion was made for an Innovative Housing Committee and discussion ensued and we determined that more effort needs to be put forth to understand the process and what is allowed or desired in such projects. It was said that Innovative Housing is detached housing similar to condos with shared green space (smaller sq footage on a smaller lot). The price is then lowered to the $300-$400K range as opposed to the norm in NRH of $500K to $600K.

Karen Tennyson to order more neighborhood announcement signs and signs that say "Services or Labor Provided by the NRHNA to help bring visibility to the NRNA.
Jeff Trager to provide information to Betty Lou and others as to where the Park Boards Agenda can be viewed online.
