Board Meeting of the North Rose Hill Neighborhood Association Minutes
Place: North Rose Hill Fire Station
Date: February 20, 2006
Call to Order: 7:00 pm

The meeting was called to order at 7:00 by Margaret Carnagie
Present at meeting:
Betty Lou Crampton, Stuart Hall, Sharon Clark, Linda Jones, Dena Rucker, Kaylee Nylan, Bill LaMarche, Bud Gessell, Dave Boyer, and Mike Stultz
Presentation by: Jenny Gaus from the City of Kirkland and Sally Abella from King County Water & Land Resource Division about Forbes Lake
- The purpose of the presentation is to see of the neighborhood still wanted to do monitoring on the lake and collect a solid data base for testing in keeping Forbes Lake Healthy. The testing shows if the lake is swim-able and it also can show if the fish caught in the lake are edible.
- A request to get reliable neighbors to perform the weekly testing and making sure the data gets to the City. Bud Gessell offered his services since he lives on the lake and Kaylee offered Jeff Trager as a person to help Bud. The cost to the city for the monitoring is $7,095.00, and is already in the budget.
- April 15th is the training session, information forthcoming.
- Turn around time on the Data once it has been given to the County is 35 days, but usually the report will come out annually.
- It was also mentioned that the City has a Natural Gardening Program, info at the city.
Presentation by: Dana Nunnelly a North Rose Hill resident. Dana has a big concern regarding the Raccoon Population on North Rose Hill and in other parts of Kirkland.
- She stressed that there is now an over population of Raccoons and is concerned with the residence in North Rose Hill feeding them.
- The dangers of feeding wild raccoons: they become less Nocturnal, have no fear of humans, although rare, they do carry rabies. Round Worm and Canine Distemper transmitted through saliva and feces.
- Feces carries a round worm that gets in the soil (and stays in the soil for years) and if you garden you can become ill: Nausea, rash, and in extreme cases Liver Damage.
- The States RCW codes do not allow relocation
- Dana requested that we as a neighborhood endorse her cause in educating the community on the harm they are doing when feeding the wild animals, and in this case Raccoons.
After presentations and the presenters left the meeting:
- Bud Gessell makes a motion to continue Monitoring Forbes Lake and the motion was passed unanimously.
- Kaylee Nylan made a motion to Support Dana Nunnelly regarding educating the community about the consequences of feeding raccoons and we as a board need to approve any literature that the NRH boards endorsement would be associated. Motion Passed.
- Post Card Mailings for each General Meeting: Dena Rucker will take on this job, Karen and Jeff will pass along the procedure to Dena. Margaret will contact Kari Paige regarding mailings and how the cost is covered.
- Cities Grant: In years past we received our $2500 in one lump sum, but now when we have any receipts for things purchased for the NRH Neighborhood Association we will need to submit to the city and wait for reimbursement. We also as a neighborhood need to keep track of our hours when doing work for the neighborhood. The hours tracked at $15 are to fulfill the $2500.
- Sharon will procure coffee for the General Meetings; she will need to get the tax ID# and letter on letterhead.
- KAN – Rep is Karen and Betty Lou
- Each Board Member will need to write up a short job description and send to Sharon via Email to compile.
- Picnic is July 15th, Park needs to be reserved and Betty Lou offered to make the reservation.
- Linda Suggested having new businesses stop by Neighborhood Association meetings and introduce themselves and what they have to offer. Sharon thought old businesses would benefit also
Sharon will write a letter asking business to come to the meetings and deliver.
- In an Email Kevin propose a sword fighting Demonstration to the picnic in July. Discussion was not favorable, and not appropriate for the picnic. Dave proposed the request of the sword demonstration at the cost of $300.00
All apposed, motion failed.
Betty reminded us of the State formal Recognition Renewal in June
NIC Renewal Web Hosting and up date:
- NRH needs a new Web Master, the suggestion is to ask at the next General Meeting and see if there is someone in the neighborhood that would be willing to take on the task.
Betty Lou and Margaret are working on the walking routes with Kari Paige at the city.
There was mention of an adult spelling bee and the entry fee is $100. Library is the beneficiary, Karen offered to be a participant but needed one more from the neighborhood and no one offered at the meeting.
Next Board Agenda: March 20th 2006 General Meeting
- Brief update on the 405 work the street closures
- Playground report for Woodlands Park
- Bill LaMarche informed the board that he was able to get Lydig Construction to loan tools for the week of Construction and Bill Dawbins to be at the work party.
- Bud Gessell to inform the meeting of the Forbes Lake monitoring
- Announce any upcoming projects: Kaylee looking for a trailer for the parade, 124th street Cleanup. Dave asked for visuals to let neighbors know what the work entails.
- Need to order new signs
Sharon made motion to adjourn meeting and Mike seconded the motion.
