General Meeting of the North Rose Hill Neighborhood Association

The meeting was called to order by Margaret Carnegie at 7:00 pm
Lou Crampton informed the meeting that the City Council had Innovative Housing on their agenda for the March 21st city council meeting and if any person had anything to report or say to the City it would be a good opportunity for people to get up and speak at the meeting.
The Heritage Society is holding a general meeting at Heritage Hall on Wednesday March 29th at 7:00pm. Salvaging info of the 1917 Cone House, an antique tile expert, and Peter Kirk's mansion discovery.
Margaret thanked all for participating in the 124th Street Cleanup. Jeff Trager, Mary Alyce Burleigh, Tina Steel, Jason Brown, Kevin Miller, Keith Ferrin, Patrick and Colleen McCarthy, Mike Stults, Jeff Hasson, Esther and Bill LaMarche.

On behalf of Kaylee Nylan, Margaret requested a loan of a flatbed trailer for the float in the 4th of July parade, if anyone had one or if they knew of anyone she could contact to request the use of the trailer please let her know.
Forbes Lake Presentation by Jenny Gause from the City of Kirkland
- Forbes Lake is a six acre lake, 30 feet deep at the deepest point; a variety of fish live in the lake and it is not stocked.
- Not a motorized boat lake
- Water shed is 375 acres and 30% of the water shed is impervious surface.
In 2004 NRH requested the City to monitor the lake and Bud Gessell a board member and resident on the lake took most of the tests for the city to examine.
- There are high lead levels in the sediment but not to worry the lead stays put and does not collect in the fish.
- Mercury levels are low so does not effect the fish
- Lake safe to swim in.
- King County runs a volunteer Monitor program and Jenny asked for volunteers to collect the water samples for the next year and Bud Gessell, Jeff Trager, and Bill LaMarche offered to do the collecting. Samples are taken at different areas around the lake and at different depths.
- The monitoring will show changes, if any in the lake. What affects change is how the run off is treated from the streets and properties in the Water Shed. Car pollution and how materials are used and stored on properties.
- Bud Gessell informed the meeting that the State bought properties on Forbes Lake and plan on enhancement in trade for wetlands where they are widening I-405
- There was a suggestion for a future meeting to invite Michael Cogle at the City Parks Department to come and give a presentation on the City owned property on Forbes Lake and future plans.
Jeanette Simeceks Chair of South Rose Hill/Bridle Trails Neighborhood came to update us on what is happening in their Neighborhood.
- Jeanette is a life time resident of Kirkland and lives and is raising her family in the house she grew up in.
- Bridle Trails Park Foundation is selling bricks for $100 with your name engraved on the brick to raise money for the maintenance of the park.
- There will be a new building of approx. 7800 SF built on the corner of 132nd and 85th. 3800 SF of the upper floor will be for Medical Offices and the lower floor is for retail.
- In the next couple years three school in their neighborhood are scheduled for remodel, Rose Hill Elementary is nearing completion, Rose Hill Jr. High and Lake Washington High School.
- With the building of larger homes and Bridle Trails having Horse Acre Lots specifically zoned to maintain the horse neighborhood and some home additions have squeaked through the zoning cracks compromising the Horse Lots, the neighborhood created an Equestrian Board to keep Bridle Trails land for Horses. Now when someone goes into the city to build in the neighborhood a red flag appears and the Board is notified before any approval is given by the City.
- The Dump Sport Field is now named Taylor Field for the contractor who finished the project at donated time.
- In 2008 a new roof will be built at the Dump and new plantings, signage and lighting will take place to make the Dump more aesthetically pleasing. 28% of all King County garbage goes through the Houghton Station and Houghton is one of eight in King County.
Betty Lou Crampton spoke about the Walking Route maps that the city has available for citizens and she, Margaret Carnagie, and Tina Steele are working on one for the North Rose Hill Neighborhood. There was a map on the wall for all to mark their favorite walking route on NRH.
Dana Nunnelly came to speak about the Raccoons we have in the neighborhood and to get the endorsement of the neighborhood in getting the information out to the entire city.
- She stressed that we cannot feed the Raccoons because when we do they become less nocturnal, they become more reliant in feeding in our back yards and they build nests and come to stay. They build nests in wood piles, under decks, etc. They defecate outside the Den areas and the droppings carry Round Worm. The round worm stays in the soil for a long time and this is a great health concern to Dana and for gardeners.
- Jeff Trager mad a motion to Endorse Dana and her education brochures.
Seconded by Bill LaMarche
Unanimous vote for Endorsement for brochures used to educate the neighbors of the dangers of feeding the Raccoons.

Kevin Miller gave a short report on the playground scheduled for construction June 14th through the 18th. Over $100,000.00 has been raised of the $125,000.00 they are hoping to collect. Half of the monies raised thus far have been by residents.

The Kirkland Alliance of Neighborhoods is an informal body made up of neighborhood representatives. They meet five times per year (September, November, January, March, and May) on the second Wednesday of the month. The purpose of the group is to establish a city-wide focus for neighborhood associations, coordinate and share issues between neighborhoods, and educate neighborhood leaders. The Alliance is responsible for setting the schedule and focus of the educational series called Neighborhood U.

Jeff Trager gave a short report on the Park Board
- Playground at Woodlands Park starts construction in June.
- Mark Twain Park’s new play ground is under construction and should be completed in April.
- Sound Transit is working on new Transit Center down near Peter Kirk Park
- McCauliffe Park and Juanita Beach Park’s master plans are completed.
- Look for a Park Bond in the near future.
Central Houghton offered a large canopy for our neighborhood picnic
New signs are available for people to take and to put out one week before our Neighborhood meetings and taken down the night of the meeting.
Betty Lou said to go to the City Council meeting Tuesday the 21st of March, there will be discussion on the Innovative Housing.
Bill LaMarche asked when decisions are to be made on neighborhood issues and Jeff Trager said at the General meetings. We discuss them at the Board meetings and report the information to the General meeting for a vote.
Jim McElwee from KAN let us know that the City Council Retreat was the weekend of the 24 and 25th of March up on La Conner and the public is welcome.
