General Meeting of the North Rose Hill Neighborhood Association: Minutes
Place: Fire Station #26
Date: May 15, 2006

The meeting was called to order at 7:00 pm by Margaret Carnegie who asked
the members how they heard about the meeting.  The response was about even
from those who received postcards, saw neighborhood signs or were reminded
by neighbors.  There were four first time attendees.

Milt Olson was introduced as Webmaster and he listed some of the information
that is on our web site at www.north-rosehill.org.

We were reminded that the neighborhood picnic is July 15 and we are looking
for a volunteer to head the pie-baking contest.  Dave Boyer is chairman of
the picnic and we will be hearing from him about plans and the need for
other volunteers.

    Heritage Park is now open
    Juanita Beach clean-up is May 20, 9:00 to 1:00
    Wednesday Market is now open from 10:00 to 4:00 on Park Lane
    Cannery open house is June 1, 6:30 to 8:30, with a 7:00 presentation
    Kirkland Transit Center open house is May 25, 5:00 to 7:00 at 915 8th St

Kevin Miller reported on the Woodlands Park Playground Project. 
Electricity
is to be hooked up.  Volunteers are needed with tools such as shovels,
hammers, and rakes.  Volunteers are needed for a variety of jobs including
construction, food service and child care,  with 4 hour work shifts on June
14 through 18.  To volunteer call Kevin at 425-576-0901 or go to

volunteered.

Ray Hansen alerted everyone to the ivy problem and passed out informational
flyers.

State Dept. of Transportation and Kirkland Parks Dept. Report:
Chris Hoffman of the DOT reviewed the Nickel Project and passed out a flier
with the staging and costs invested.  Brian Nielsen outlined Kirkland as the
first transportation project with arterials.  Michael Cogle, city of
Kirkland, provided information on Forbes Lake.  The stream from Forbes Lake
under i-405 will be enhanced to facilitate salminoids' passage.  Jim
Shallooe from the State will monitor Forbes Lake as the surrounding wetlands
are
re-structured.  The state has purchased property on the shore of Forbes
Lake to compensate for wetlands that the highway construction will disturb.
The property will be restored as wetlands and the State will turn the
property over to the City after the restored wetlands are monitored for 10
years.  There were no firm figures on how much land will be restored
wetlands and how much land will be available after a buffer is factored in.

The issue was raised that these decisions were made without in-put from
involved residents.

Jeff Trager gave a slide show concerning the damage ivy can do to trees and
green belts.  The Cascade Conservancy sponsors an ivy pull the first
Saturday of the month at Carillon Point. For more information or to

He also invited people to participate in the parade on the Forth of July.
The parade entry will include Mark Twain students on unicycles.  Kaylee
Nilan is in charge of the NRH entry.

Mike Stults gave a treasurer's report: General fund = $1,465. Other =
$1,048.

Karen Tennyson said there will be a Planning Commission hearing on June 8
concerning FAR (floor/area ratio) measurements: in our neighborhood with
lots of 7200 sq. ft. the FAR is 50%.  She encouraged people to take pictures
of what they like and don't like to show the Commission.  The Planning
Commission meets at 7: 00 pm on the second and fourth Thursdays of the
month.  People can speak at the beginning of the meetings for 3 minutes.

 

The next North Rosehill Neighborhood Association Board meeting will be June 19, 2006.
