Meeting of the North Rose Hill Neighborhood Association

The meeting
was called to order by Margaret Carnagie at 7:00 pm.
Margaret
asked the question what brought everyone to the meeting this evening?
- Recent Mailer approximately 8

- The remainder were board member
or those that usually attend the meetings
Margaret
informed the group that with the boards vote from the last meeting, she wrote a
letter to the City of Kirkland Police Department regarding traffic safety in
the neighborhood. Particularly the high
speeds that people drive on 124th, Slater, and 100th,
requesting more police traffic officers to slow drivers down.

a member of the Traffic Calming Committee at the City of Kirkland
- A new Stop Sign installed on
Slater and 100th where the over pass comes over the freeway
from Highlands.
- The city installed those rubber
strips that do a traffic count and car speeds to collect data for further
calming on Slater.
- One piece of information is
that those that speed the most are the immediate neighbors as in every
neighborhood and people just need to slow down all together.
- The first meeting at the city
will be in a couple weeks but he did not have the date, place and time
yet.
Kaylee Nilan
Reported on the Mark Twain Clean-Up held Labor Day weekend
- A small number of people showed
up and they got ½ of the mulch spread on Saturday and the other half
completed on Sunday.
- The School
District is no longer providing mulch but the Mark Twain
Principal came up with the money to pay for the mulch.
- 124th Ave. Clean-up will be scheduled for
October
Betty Lou
Crampton Reported on the proposed walking route maps
- The city of Kirkland is promoting Walking for health
and they have created walking route maps for each neighborhood that have
different difficulty walks and distances mapped out on the overall
neighborhood map.
- Completion time for the maps to
be this next month.
- They will be available down at
the city, and Betty Lou will be inserting them in the Welcome Packets
- There was a suggestion to see
if the city will be putting the walking route maps for each neighborhood on
the Web.
Margaret
Carnagie Centennial Trees
- There will be more Centennial
trees available this fall to plant in the neighborhoods
- If someone wants a tree to be
planted on the city right of way, the city will come out prep, and plant.
- This time there will be some trees
available to plant in your own yard, but if you plant in your own yard,
you plant and care for the tree.
- City arborist is Wendy Kremer

- There has been a suggestion of
some sort of memorial to the family of a bronze type statue of some sort
be erected on North Rose Hill.
- There will be an account set up
to donate dollars to raise enough money to make this happen.

KAN Sponsored Leadership Classes
- Wednesday November 9, 2006 from 5:30 to 7:00 p.m. held at Heritage Hall on the corner of
Market and Central.
Robin
Paster Community Response Team Classes
- Classes are full for the
upcoming series held Sept. 20 through November 1, 2006. It is a 24 hour program, held 7
different evenings
- The classes teach members of
the community how to react and how to handle a disaster, be it an earth
quake or some other unforeseen disaster.
- The course is for anybody, age
and ability
- At the moment there are only 60
people trained in the area for 80,000 citizens. They are trained for a quick check to
make sure those that are in dire need get the medics first, and to
communicate with the first responders.

City Church Housing
Troy Anderson a board member of City Ministries

Riebe; Riebe and Associates, Architect for the proposed project.
- The Proposed project to be
located at 132nd and 90th (which is not a through
street down to 128th). To be Rentals for Interns in the City Church Intern Program who are
in the program for around two years, for Missionaries on Furlough, and for
visiting Pastors.
- The property is currently zoned
for eight units and a community center or RSX 7.7 7,200 SF lots.
- The proposed project is a
change in zoning PUD (Planned Unit Development) increasing the density to
twelve units. The benefit for the
community is: four of the units will be reserved for affordable
housing. The idea that ARCH will
have the four units added to their inventory of affordable homes as Rentals. There will be additional
right of way for the city and improved curb and sidewalk along both 132
and 90th.
- There will be two parking
stalls per house.
- The city requires a through
street going through the development from 88th to 90th
for emergency and fire vehicles. It
will be open to the residence living in the proposed development.
- 14 significant trees will be
retained.
- The homes will be two stories,
with generous porches.
- SEPA is in process at the
moment, once SEPA is complete, a hearing on the proposed project will take
place and if it gets approval then it goes to the City Council for a
zoning change vote.
One of the
neighbors who live on 88th brought a letter he wrote to the City
Council of his concerns of negative impact on his street.
- The neighbors on 88th
are concerned that people will be parking on 88th when there
are no more stalls in the development.
Troy Anderson from the City
Church proposed he
have a written statement in the rental agreements that any overspill
parking should be handled on City
Church grounds and
not on 88th.
- Concerns of added noise, ways
to buffer and position the homes.
- A concern that City Church will sell the property at a
later date for profit and all the concerns that will be addressed now,
will have no credence in the future.
Mr. Riebe,
the Architect, proposed a meeting with the immediate neighbors on 88th
to address their concerns.
