Building community and maintaining a great neighborhood to live in.

Board Meeting of the North Rose Hill Neighborhood Association Minutes

Place: North Rose Hill Fire Station

Date: October 16, 2006

Call to Order: 7:05 pm

Notes in order of meeting discussion:

The meeting was called to order at 7:05 by Margaret Carnegie

Present at meeting: Betty Lou Crampton, Sharon Clark, Kaylee Nylan, Dave Boyer, Margaret Carnegie, Mike Stults, and Linda Jones

Margaret mentioned she heard at the last KAN meeting, that the Grant money the Neighborhood gets each year from the City of Kirkland, where the time worked in the neighborhood is paid to the neighborhood association NTE $3,000 may be raised to $5,000.00.

The written grants are due to the city each year in November, which is right around the corner for those that are working on them. Mike offered to help Karen Tennyson in writing the Grant to get someone else educated in writing grants.

2007 Neighborhood Picnic: Ideas to get a larger attendance

·         The question came up as to whether the bouncer should be replaced with some other activity for the kids, and the decision was the bouncer is a big draw for small children and the suggestion was to maybe only have one bouncer instead of two. There was a suggestion of a science person who does demonstrations give their show.

·         There was a suggestion to have more field games, like the water balloon toss, Three Leg race, etc.

·         Laser Tag and music, possibly a live band, was a suggestion to attract the Jr. High age kids.

·         There also was a suggestion to contact the City Church’s Youth Group leaders to find out what the Jr. High age kids like to do, to get them to attend.

·         Volley Ball, Frisbee Golf

Suggestions for the upcoming $25,000 City Grant:

  • Betty Lou would like a bench installed along 128th between 95th and 85th.
  • Betty Lou suggested a covered bus stop on 85th at the Arco station where the high school students wait for the bus after school.
  • A suggestion for more benches along 124th at the bus stops, some of the bus stops are right on the road with hardly any place to stand.

  • There was discussion regarding the trash receptacles at the bus stops, there is a large amount of over flow of trash on 85th near Safeway.

  • Look into the Capital Improvement Plan at the city to see what is in store for our Neighborhood before we decide on any projects.

  • Suggestion to ask Metro to come and give a presentation on Bus Routes and Bus Stop Improvements.

Margaret gave a reminder for officers to write up the job description for their office to be available for the January 2007 meeting when new officers are voted on.

There was a long discussion regarding the role of the Neighborhood Association on how or what information should be emailed out in mass so as not to infringe on the neighbors email to not be considered SPAM.

  • Example: Margaret as Neighborhood President read the notices in the Paper regarding Development impact on Wetlands.  Should she send out an email on every thing found in the paper to the entire neighborhood? Kaylee spoke in opposition to sending out notices of every application to build in NRH just because there is a wetland on the property.  She felt it can be perceived negatively by the parties involved and it puts the Neighborhood Association in an awkward position. Betty Lou said that NRHNA was founded many years ago to be an organized group that was informed of what the city is doing in the Neighborhoods and to pass that information to the rest of the neighborhood.  There was discussion to work on a monthly e-news letter for the neighborhood, but who would want to take on the job? There was no final decision on this idea.

Carol Nielson, a NRH Nieghbor, attended the last general meeting and publicly raised the idea of impervious surfaces and she wrote a letter to City council and Margaret shared a copy of the letter regarding impervious sidewalks and parking lots Carol Nielson sent to the city.

Margaret shared that Ray Hanson would like a return form included in the welcome packets.  He had created a mock up with information such as, name address phone number and email address, informing them of the Association meetings and letting them know that all the meetings are open to the general public, and when they take place.

If there was no objection to the idea and with one minor edit the board approved the return form.

November Meeting Agenda:

  • Neighborhood Annexation
