General Meeting of the North Rose Hill Neighborhood Association
Place: North Rose Hill fire Station

Call to Order: 7:00
The meeting was called to order by Margaret Carnegie at 7:00 pm.
Over 30 present at the meeting
The question posed as usual, “What brought people to the Neighborhood meeting”
· The six came due to the mailing of the postcard
· Three came due to the neighborhood signs on the streets
· Zero came because a neighbor informed them of the meeting.
· Two email reminder
· Three neighbors came to the meeting for the very first time.
Back in the September General Meeting, city employee Betsy Adams came to talk about vegetation at the run off pond at 94th way and 126th Ave. NE. This is a neighborhood project hosted by the city to replant around the pond with natural vegetation. The planting project took place Saturday October 27th 9:00 a.m. to 1:00, over 527 plants were planted around the run off pond.
The Boys and Girls Club is looking for people to sponsor a family and purchase Christmas gifts or donate money and bring them to the B & G Club. Phone 425-827-0132
Park Place Private Amendment Request:
Angela Ruggeri a city planner on the project says that the city is in the beginning of the process. Every two years the city looks at the Comprehensive Plans and updates and takes private amendment requests. The new owners of Park place want to do an extensive remodel with higher buildings to the back of the property. Also at this time the offices behind the post office and Hart Property are looking at zoning changes to their property so all three properties will be looked at the same time through the cities process. Design Review Board will get involved earlier and Planning Commission will study before it goes to the City Council. There will be an Environmental Impact Statement drafted by February of 2008 and hope to go to the Council by August 2008.
The property is currently zoned for 3 to 5 stories.

Captain Rex Caldwell and Allan O’Neal our Neighborhood resource officer, of the City of Kirkland Police Department came and talked about the department and asked of concerns of the neighborhood.
-Rex Caldwell has been with the department since 1981 and is now the Operations Divisions Captain.
-Allan O’Neal has been with the department for 5 ½ years.
Prevent Crime:
Do not leave anything in your car for someone to steal. Lock everything up. Lock, Lock, Lock.
Daytime Burglary’s:
· Alarms help
· Dogs can be a deterrent.
· Know your neighbors, their routines and habits.
Neighborhood Watch: Arthur Best is looking into getting the program organized in the NRHN.
CERT PROGRAM: part of the program is to get a mapping of the neighborhood; as to who lives where and what sort of equipment they may have to help out in an emergency. Knowing where people in need live, such as shut in’s to help them in an emergency. He commented that the Mapping of the Neighborhoods is only for neighborhood not a city data base.
Forbes Lake Report:
Bud Gesell said that the samplings are complete for this year, the city is creating the report, but the Fecal Chloroform CFU (Colony Forming Units) went from 0 – 40 and any lake is safe to swim in if below 200.
The area that has been worked on by the Department of Transportation is approx. 7 acres, a question as to how the property will be developed as a park. Which Jeff Trager a Park Board Member said that in 2008 the city has earmarked $75,000 for the park plan and in 2010 there will be $850,000 earmarked for the development of Forbes Lake Park. We as a neighborhood will be involved in how the park will be developed.
Jeff also said that there is a new park on South Rose Hill called Rose Hill Meadows.
Homestead Park has a new play ground
Juanita Beach Park has been renamed to Juanita Bay Park
There was concern expressed that the bushes that over hang the boardwalk at Woodlands Park should be trimmed back so that people can see around the next bend in the boardwalk easily, for safety.
Bob Kamuda: the Highlands Neighborhood Chair talked about the Highlands and was impressed with the high turn out that NRH had at our meeting. Their neighborhood is unique, it has one way in and one way out, and they have no commercial zoning areas. He felt they have a great relationship with the city and they concentrate their neighborhood work on projects. Cedar View Park, they put in paved walk way from 100th to down town. Back stop at the Highlands park, they also put in a gravel path from 85th to 87th for walkers and joggers.
Milt Olson said that Costco is considering putting in a gas station on the North parking area and they are in the beginning meetings with the city. The concern is traffic and seepage into Forbes Lake, and lack of sidewalks in the area.
Janice Soloff in the City of Kirkland Planning department is the person to contact if one would like to voice their concerns.
Karen Tennyson said that planning commission has a study session on Innovative Housing and miscellaneous zoning code amendments.
