City Planner reported no current plans at Totem Lake Mall

Marilyn Beard came from the city to talk about the Cities Budget.

Tomorrow nights council meeting study session and public hearing will be on the budget.  Two year budget 2009 – 2010. 

Sales are down so less sales tax, and cost of living is going up. Two year 19 million difference by end of 2010.  There will be one car dealership leaving our city next year.  Toyota moving to property in unincorporated King County.

Reducing Expenses: Each department had to make an 8 percent cut in their costs, or an averaging cut between the departments.  Less maintenance in parks, roadside maintenance, front office reception at city hall cut to half time.  Police, Fire, and Court took less % off their budget.  More electronic versions of city info and less mailings.  Possibility of elimination of the neighborhood connections program monies. 

Tax Increase: Use Banked Property Tax, increase of cities utility tax, restructuring of business tax to Head Tax, Vote increase of 1.5 increase of private utilities (cable, electric, telephone, etc.)  For a half million dollar home about $9.65 added difference from today. 

Using Reserves:  a small amount to be used.

Economic Development is still on the table.  Volunteer recognitions dinners may be dropped, no more dinners for council, and other city meetings. 

South Rose Hill: Neighborhood President Jeanette Simecek came to talk about SRH, Sewer Issues: failing Septic Tanks, roads and such crumbling, Traffic, speeding, more cars due to many houses on lots. Budget cut scares affects the Bridle Trails Park.  SRH helps subsidize the park to maintain.  Redmond annexation of unincorporated King County, Innovative Housing on Redmond side and how it effects SRH. 

Nancy Smersh: MYN Map your Neighborhood Volunteer with Kirkland Fire,  Crime lower when neighbors know each others names.  If we had a disaster, we need to get to know our neighbors before the emergency happens.  Emergency we call  911, Disaster we may need to take care of ourselves. 

MYN comes from the state.  Keep shoes under bed, in case of emergency and broken glass you have shoes to protect your feet.  Have gloves, and  something to protect your head.   Take care of our loved ones………put sign in window with help or OK so when help comes around they know if you need any.  MYN Program’s goal is to make sure every house knows each other and are there to help each other in time of need.  Be self reliant when 911 is not available.  Team Leader gets to know their neighborhood and educate the 20 neighbors to make sure everyone can help each other in time of disaster.

Odd Hauge, neighbor who lives near Costco came to talk about Storm Water. Draw square with diagonal line, Asphalt to left on bottom line and asphalt to right on bottom line the top half is to, top left triangle is evaporation, a line along middle is stream, the bottom triangle is storm water.  What was once stream is now storm water, and storm water is polluted and now water that was not there in the past but is there now.  Army Core judges wetland by the water.  Check the plants that grow in the watered ground.

Forbes Lake Park plans, open house December 3, 2008 6:00 to 7:30, here at NRH Fire Station. 

Patti Sutter:  City Council Reports, Budget ongoing, issues of Heights and step backs in design issues in CBD, B of A final design is back to City Council.  Park Place approved by Planning commission 5-2, so moved on to council, and Costco Gas Station approved and moved on to council.  Public Improvements, sidewalks are to be done, before they open the gas station.

No Treasurers Report

Karen Tennyson: Planning Commission this Thursday Master Plan Report, Next Monday  Design Review meeting heights and set  backs in CBD.

KAN: Possible cuts to neighborhood the grant monies.  Felt the $3,500 is monies well spent for the neighborhood. Connections Grant of $25,000, proposed to cut in half, one neighborhood a year instead of 4.  Forego for 2 years, but starting back up could be hard.  Park Lane Plans in down town.  Pedestrian only Blvd, and no real sidewalks, keep trees if possible,  or some car and sidewalk, be able to close off  for events.

Kaylee to write a letter to City Council of our conversation regarding Costco. 

Wine Festival:  Did anyone attend, only two, thought there was room for improvement.  Someone not impressed with the value.  Is Kirkland a Wine City?
