North Rose Hill Neighborhood Association
General Meeting
The meeting was called to order by Margaret Carnegie at 7:15pm.
Three residents came to their first Association meeting because of the yard signs in the neighborhood.
Karen Tennyson made note the Planning Commission will be taking up possible neighborhood zoning changes and tree regulations.
Sharon Rodman of the Green Kirkland Partnership gave an ivy presentation on the 20 year goal and restoration plan.
Mayor Lauinger gave an update on the City financial report. The City’s revenue is primarily from sales tax, utility tax, and property tax. The sales tax accounts for approximately 50% of that revenue. Sales tax receipts are significantly lower in this year. The last budget for 2009-2010 had to be cut by $19m. There is reason to believe an additional $8m may have to be cut from the 2010 budget. The City does not have enough revenue for basic services. Police and fire account for about 60% of the budget. The City has many infra-structure projects that are unfunded: street maintenance, storm sewer, parks.
HopeLink is in serious need of donations.
A letter from Mayor Lauinger was read regarding a request for sidewalks on 124th Ave NE.
Board Member election: Dave Boyer nominated Milt Olson to service on the North Rose Hill Neighborhood Association Board. It was seconded by Kaylee Nilan. Passed.
124th Ave NE clean-up was accomplished with the leadership of City Council Member Mary-Alyce Burleigh and laborers: Dick Seelya, Mike Stults, Carol Olson, and Milt Olson. Thank you all for your time and efforts to our neighborhood.
Woodlands Park Tot Lot: We are working with the city on preservation of the Tot Lot. Dennis Jones is helping with supply savings. The City will supply preservative, chips and some equipment. Volunteers will be needed on May 28, 30, and 31st starting at 9am. Volunteers should bring gloves, useful digging tools for digging down around the leg posts, and dress for the weather. The posts will need to be dug and allowed to dry/air-out before the preservative is applied.
The North Rose Hill Neighborhood annual picnic is scheduled for July 18, 12-4pm. Kids games have been added to the fun.
Neighborhood, City and general information pamphlets are available for the attendees of the meeting.
Mr. and Mrs. Cady brought up the Transmission Power Line public meeting that is scheduled regarding the possible proposed routes.
Paul Nienaber reported negotiations are continuing with Costco regarding his family property. It is possible Costco will need additional parking.
Kaylee Nilan reported on the Strategic Plan for the Arts. There is a 65 page report available.
Margaret Carnegie reported on the KAN (Kirkland Alliance of Neighborhoods) meetings.
The City has a new Fire Chief – Kevin Nalder
Eastside food drive is scheduled for Sept 26th-October 24th. Kirkland’s goal is 22,000 pounds of food. A NEIGHBORHOOD CO-ORDINATOR IS NEEDED.
The new KAN leader is Norm Storm (Juanita)
Friends of Youth “Teen Feed” needs food or money for meals on 1st and 3rd Fridays at the Teen Center. Contact Norene Roberts at 425-653-4850.
