Board Meeting

June 15, 2009

 

The meeting was called to order at 7pm by Margaret Carnegie.

 

Tot Lot report: Discussion regarding the possibility of setting up a fund for the purchase of new pieces of equipment for the Tot Lot at Woodlands Park. Kaarin will contact Kevin for more information and planning for future improvements. Mike Stultz suggested it might be prudent to consult a tax attorney about non-profit fundraising and the impact on the Neighborhood non-profit status.

 

Reminder for all to keep track of  NRHNA time to be turned in to Mike Stultz at the end of the year.

 

Meeting Greeter is needed. Patti Sutter agreed to take on the task.

 

July Picnic: The July picnic will be in lieu of a General Meeting for July. Reptile Man will be scheduled for about 12:30. Kaylee and Zoe are planning on having 5 games between 1pm and 2pm. Pie baking contest to be about 3pm.The volleyball net will be set up after the games. It was decided the notification to the neighborhood about the picnic will be by flyers and email. Patti will make the flyers and laminate a few to be put up around Woodlands Park and the neighborhood. Donations of food and money will be accepted for Hopelink. We still need prizes for the games and pie contest. Donations from area businesses will be welcome.

 

Meeting Signs: We need a back-up plan for the arterials to makes sure the signs are put out. The attendance at the last meetings has been quite low. We will continue with the signs and will email to the list of email addressed that we currently have on file. Mailing postcards is too expensive.

 

4th of July Float: Kaylee will be in charge of the neighborhood float entry. The theme is Red, White, Blue and Green”. The Neighborhood entry will be “Kids Power the Future”, and will have a group of unicyclists.

 

Electronic Newsletter: Patti will come up with a format for emailing purposes.

 

Wants and Needs: We need a neighborhood representative to coordinate the September City-wide Food Drive. Any one interested can contact Margaret Carnegie for more info.

 

September General Meeting: Margaret will try and get the new Fire Chief to speak in September. We would like to have someone from PSE come to the meeting regarding the new power line route.

 

Other: Karen Tennyson discussed the Planning Commission agenda. The Commission is now looking at Affordable Housing in the North Rose Hill neighborhood. This discussion began with the Commissions last meeting. Income to qualify for affordable housing is defined as 50% of the King County median income. The designation of “Affordable” is for 50 years. The areas being considered are Slater and others in multi-family zoning.

Also, on the Commission agenda is the Tree Ordinance. It is coming up for review after being on the books for 2 years. The finds indicate that there has been no increase in the tree canopy of Kirkland since enacting the Tree Ordinance.

 

The Planning Commission meets on the 2nd and 4th Thursday of each month. The City has an audio library of these meetings available on the City website.

 

Mayor Jim Lauinger discussed annexation from a financial prospective. The annexation vote will be on the November ballot. The residents of the annexation area will be voting. The annexation area will be taking on a share of Kirkland’s debt. About $14,000,000 in property tax will be raised from the annexation area for the City. The City will provide about $14,000,000 in services to the annexation area. Additionally, the City will receive about $1.6-$2m annually from the county for a period of time.
