Announcements:

Transit Center has been relocated to Central Way and on 6th near the Post Office for one year while the Transit Center will be under construction starting in Mid October.

Margaret read a letter from the Mark Twain Elementary School Principal, Rick Burden, thanking the association for the clean up of the Mark Twain school grounds.

There was supposed to be an introduction of the new Fire Chief Kevin Nalder, but he was unable to attend so Margaret will see if he could attend the November Meeting.

Colleen McCarthy informed the meeting that the Water Tank up near Mark Twain Park off 132nd will be sand blasted to remove the old paint and Earthquake work will be done to upgrade the tank. The tank will then be repainted. There should be no worry of lead paint being sandblasted off the tank.

Karin Shumate, a parent in the neighborhood came to thank everyone who worked on the repair and painting of the Tot Lot on 128th and 100th. She is hoping that someone in the neighborhood would make this their pet project to raise money to replace the current old equipment with new updated play structures.

Officer Shackatano came to our meeting to introduce himself as our area officer.

Bill LaMarche a North Rose Hill resident came to discuss the problem of people using motorized vehicles in Mark Twain Park. The City of Kirkland has an ordinance that motorized vehicles cannot use City Parks but there are no signs posted at the park entrances to inform users. This was confirmed by Officer Shackatano who was in attendance. The motorized vehicles are unsafe for children playing in the park, they are unsafe for runners and walkers. He requested the board write a letter to the city requesting signs be posted. Bill LaMarche will write a letter and send it to the Board for approval.

Marc Hoffman a resident of NRH came to inform the neighborhood of an incident that happened to his son. His son was home for a weekend from college with his significant other and they were out for a walk around 11:00p.m. A car full of people stopped and taunted the two of them, then drove off, turning around taunting them again. The two young men rushed home and contacted the City of Kirkland Police. Marc wanted to inform us of the prejudice in our community and please keep a watch for others in that situation. Officer Shackatano said that the best thing to do is to get the license plate number and give a full description of the driver first and if time the people riding in the car.

Karl Volkley form PSE came to give an update on the improvement of the power lines in our area. There is a new transfer station under construction up on 132nd street. The lines that are to be lined overhead to the new station comes from the Redmond side and Kirkland would prefer to follow Willow’s road then up from there and Redmond would prefer to come down North Rose Hills 132nd Ave. then over to the station. Tracy Dunlap form the City came to present the Kirkland Utility Tax proposal which is on the Ballot in November for a public vote. “Proposition 1”. The City of Kirkland’s budget for 2009 ­ 2010 has a $19 million gap to fill. They have used reserves, reduced expenditures, increased business license fees, and are still short and are requesting a Utility tax to go from 6% to 7.5%. This is would add approximately $6.00 per month per house hold.

Andy Held came as a resident of another neighborhood in support of the Utility Tax.

Janet Pruitt came to talk about the Neighborhood Food Drive which is a Month long food drive during the month of October. Six Eastside cities are participating and it is a small competition as to which city can bring in the most pounds of food. Drop sites for the food items are neighborhood Fire Stations, Hopelink, off of 116th next to Gold¹s Gym, and City Hall. Check out the website.

Reports

Patty Sutter had nothing to report on City Council meetings
Mike Stults gave the treasurers report, currently $4,012.00 in the checking account.
Karen Tennyson from Planning Commission reported that they finished the shoreline master plan and it is now in council’s hands. Issues coming up are the Tree Regulations and Affordable Housing.

Neighborhood U will be having classes on the Neighborhood Comprehensive Plans.
