NORTH ROSE HILL NEIGHBORHOOD ASSOCIATION MINUTES of BOARD MEETING, OCTOBER 20, 1997
1. MINUTES of last meeting. No exceptions made. No Treasurer's Report.
2. ANNOUNCEMENTS
a. Introduced visitor: Todd Boyle
b. With great sadness, we noted Don Powers's sudden passing. Of cancer, Oct 14. Memorial service will be 2-5 pm, Oct 26.
c. City Church is buying OCC. Two or three of us will meet with and welcome them.
3. OLD BUSINESS
A. Excellent feedback has been received on Sept Mtg. B. Lochshire. Hearing examiner ok'd it, with extra requirements. Our recommendations were, for the most part, included (re heights, setbacks, parking, wetlands, buffers, and no gates.), and some good precedents established. Thanks to the many who worked on that.
C. Grant projects. Tom offered pick up coordination of the kiosk construction, if help available. Trail signs being finished. Web site is functioning, but board members are requested to keep Tom provided with info and materials to post on it (copies of key letters, programs, etc.)
D. CIP projects. Dave will coordinate with Mark Twain Elementary PTSA re joint push to get the 128th sidewalk project moved up on City's CIP priorities. Next year we will also lobby to get the NE 85th crossing (at 128th NE) moved up on the priority list. A problem with specific location of the crossing of NE 95th at 130 NE was discussed. This is a problem corner. Carrie knows details. Dave will discuss with PTSA and City.
E. Home occupations. KW Welding's fines are mounting up. The illegal trailer-cover structure is also being persued by City. F. 132d Ave--new walkway maintenance requirements. Dave sent suggested draft to City; City had proposed NRHNA have an enforcement role, which we should resist; we're not an enforcement agency.
G. Sensitive Areas/Wetlands. We need copy of 1000 Friends of Washington Report. MARY-ALYCE will ask about this. The subject of excessive tree cutting was discussed (as per recent article in EastsideWeek--how some cutters virtually steal trees from private property); penalties ought to be increased.
4. NEW BUSINESS--November Meeting Planning.
DONNA will chair. MARY-ALYCE will assist. At start of meeting, some slides will be shown of representative views around NRH, to set the stage. Photography subcommittee will be Tom, Carrie and Ray. Will include various categories, such as parks, streets, arteries, single and multiple family buildings, different lot sizes, public places, school, OCC, LWTC, etc. Then during the program, audience will be encouraged to cite what features they want to see more or less of, and concepts for improvements. Results of meeting will provide recommendations for concepts, not specific "answers," for incorporation in Neighborhood portion of Community Character Element (which City will be doing in next year or so). A committee meeting to plan details scheduled for Wed, Nov 5th. Time and place TBA. As related matters: (1) A Board member suggested we ask for a Comp Plan change that would include the 85th St Corridor into NRH, because it impacts us more that it does SRH; and anyway we are the only neighborhood assn that monitors it. (2) An idea was floated, as to getting the Comp Plan to recognize the possibility of including services such as a small European-style neighborhood coffee shop within our residential zonings. This could be included among ideas to be discussed on Nov 17.
